Actually rfc797 describes a bitmap format but that's only b/w.

Actually it makes absolutely no difference wether you use OS/2 or
Windows BMP or raw PGM. PGM is the least common (greyscale)
denominator of pnmtools that are available for any platform Links
does run on (as well as many others Links does not run on).
Generating and reading PGM is a trivial joke. It's almost completely
raw graphics data. If you have the pnm conversion tools installed on
some kind of Unix try 'man pgm'. PNG (as the acronym says) was
written for network applications whereas pgm was created to be as
simple as possible.

IIRC the inventors of PNG did do the best they could - bzip2 wasn't
available yet when that format was created and old bzip had legal
issues. Which PNG was meant not to have.
