It's cat, not Cat. Linux is case sensitive. Be sure you are the lfs
user. Then the command is:
cat > ~/.bash_profile << "EOF"
exec env -i HOME=$HOME TERM=$TERM PS1='\u:\w\$ ' /bin/bash
