Ah, yes, that makes sense - if the directory is created by the presence
of symlinks within it, then it won't be present unless you have labeled
volumes present. My root partitions don't have labels, for example, and
so aren't listed...

For interest, the directory looks something like:

$ ll /dev/disk/by-label/
total 0
lrwxrwxrwx 1 root root 10 Feb 28 18:07 boot -> ../../sda1
lrwxrwxrwx 1 root root 10 Feb 28 18:07 home -> ../../sda6
lrwxrwxrwx 1 root root 10 Feb 28 18:07 oldboot -> ../../sdb1
lrwxrwxrwx 1 root root 10 Feb 28 18:07 oldhome -> ../../sdb7
lrwxrwxrwx 1 root root 10 Feb 28 18:07 swap -> ../../sda2
