Becuase in the 4.1 book you are only supposed to download gcc-core and gcc-
g++ tarballs and not the entire languages tarball. Thus there is no need to
type --enable-languages=c,c++ because you havent untarred any other
languages. If you, however, downloaded the huge gcc tarball that has all
the languages then you do need to use the --enable-languages but the book
no longer uses this tarball so the --enable-languages line was removed.
