In udev-182, there is a rule, 75-persistent-net-generator.rules that 
eventually has:

# write rule
DRIVERS=="?*", IMPORT{program}="write_net_rules"

And that writes out 70-persistent-net.rules.  It looks like we'll need 
to import some rules and supporting files from -182.
