Continuing to section 7.2 I ran into a problem pretty quickly:

The rules seem to be read OK, but we still have the problem with pci-db.
I don't know if we cna fix that in LFS short of adding pci-utils.

Then it's trying to run /usr/lib/systemd/systemd-sysctl (twice) which we 
don't have.
