Patch 17 for tar 1.13?

I just found out that there is a slight difference between GNU tar
versions out there.  Apparently Debian and RedHat use a tar version
1.13.17 -- I went to ftp://ftp.gnu.org/gnu/tar and did not see it.
All I know for differences is that the patch 17 uses an "I" option for
handling bzips while the unpatched 1.13 uses "y".  Does anyone know
why there is a patched version out there and what the patch was for?
