Yes, there is. The MAKEDEV script defaults to 8 partitions per HD max.
See the code:

	for part in 1 2 3 4 5 6 7 8 # 9 10 11 12 13 14 15 16 17 18 19 20
                        makedev hd$unit$part b $major `math $base +
$part` $disk

Notice the # between 8 and 9 ? Just remove it (or place it after the
maximum partition number you're going to need) and execute, in the /dev
directory, "./MAKEDEV hd[x]" where x is the letter of the HD you want
devices created for (a in your case, I think).

Maybe this should be put in lfs-hints (how to create more than 8
partitions with MAKEDEV).
