You can get away without having perl installed, thou you end up not
being able to use such things as autoconf, but it can be done.

Andrew Friedley (aka saai@#LFS) has his system configured this way
(sitting around the ~91MB mark) just running fine.  Even with a few
things like OpenSSL which he had todo some magic to get installed
properly.. but it can be done.. a pain, but well :)

About the "GPL only thing", even the GNU project has no problem using
non-GPL'ed software as part of the "system".  For example both Perl and
X11 are GPL-complaint and are hence so considered part of the "GNU
System".  So really..well, i guess if you honestly wanted a totally %100
GPL'ed only system, it wouldn't be *too hard* todo.  But then i wonder
how much free time you have on your hands ;)
