[Bug 216] couple of programs from kbd not installed

This is what I discovered:

MISC:
screendump
setlogcons
setvesablank
spawn_console
spawn_login
getunimap
clrunimap
outpsfheader

Some of the programs are really not supposed to be installed (this is what
I gathered from the sourcefiles, there's nothing we can learn from the
makefile):

src/screendump.c:
 * [Note: similar functionality can be found in setterm]

src/spawn_console.c:
 * Tiny test program for the `spawn console' key
 * Note: this functionality will probably go away and become
 * part of init. For the time being, be very careful when
 * you use this - if you have this in /etc/rc.local you should
 * start getty, not open, or anybody will have a root shell
 * with a single keystroke.

src/spawn_login.c:
 * Tiny test program for the `spawn console' key

src/clrunimap.c:
 * Note: nowadays this kills kernel console output!

src/outpsfheader.c:
/* outpsfheader - auxiliary fn - not to be installed */

The other programs on the other hand, can be quite useful (especially
getunicode and setvesablank). My vote is to install the tools that have a
real function and to provide a description for them. These utilities are:

setlogcons
setvesablank
getunimap

Opinions?

Oh BTW, if we agree on this: Can I assign the bug to myself and fix the
installation and descriptions?
