Using Tar and Gzip it is possible to convert an RPM to a foo.tar.gz file. 
But this would be a pointless exercise. foo.src.rpm files often contain 
source files that have been edited or items have been left out that are in 
the original source.

Additionally, by the time a src.rpm file makes it onto a distro CD-ROM, 
makes its way to store shelves, and into your happy home it is getting 
rather long in the tooth. Far better to download the latest (stable or 
otherwise) from the original maintainer's website. If cost of moving bits 
is an issue perhaps an LFSer near you will burn the files onto disc for you.
