Yes, it is redundant because it was an unresolved matter of who should
set the rules between LFS and BLFS. My guess is when this all shakes
out, the alsa udev file installed in BLFS will just contain one rule:

KERNEL=="controlC[0-9]*", ACTION=="add", RUN+="/usr/sbin/alsactl restore %n"
