Cleaning out /tmp on startup [cleanfs]

It was proposed on lfs-dev to remove all files in /tmp.  [according to
FHS, nothing should be required between reboots].

I also remember a thread about XFree86, with KDE taking extra time to boot
up, because of /tmp/.something-ICE-something was not owned by root.

[I wish I remembered these things better].  can someone verify/deny this? 
[and proposed solutions would be even better].
