tcp_wrappers and portmap patch

I have been using gimli's modifications for the above packages, just 
noticed that the book uses a different patch. Marc's modification make 
the following improvements:

    * Install libwrap.so along with libwrap.a.
    * Create an install target for tcp_wrappers.
    * Link portmap against libwrap.so.
