It's a start, but now I'd still have to add the JOBS environment
variable to every stage. There are about as many stages as xml files, it
won't take any less time. I guess there isn't a way around it, unless
the <make> handler itself is rewritten to always pass -j x, but then how
does one control the value of 'x'.
